4. Consider authorizing the City Manager to enter into a contract with Jones Bros. Construction for an amount not to exceed $48,053 with a contingency and security features of $12,958 for a total of $61,011 from Building Improvements account 11-8700 200, and allow the City Manager to purchase furniture in the amount of $30,068 from Capital Outlay – Furniture account 11-8700-411, and equipment in the amount $39,062 from Capital Outlay – Equipment account 11-8700-420, totaling an amount of $130,141 for the Community Center conversion to the police department. 5. Consider accepting a grant from the Collin County Project Funding Assistance Program 2023 Bond, 2nd Series in the amount of $446,739.15 for the project known as the Central Loop Trail-West Lucas Road. (Patrick Hubbard, CIP Manager)
6. Consider and take action to adopt a resolution identifying signatories for the City TxCDBG grants with the Texas Department of Agriculture. (John Whitsell, City Manager)
7. The City Council will convene into executive session pursuant to Section 551.071(2) of the Texas Government Code to seek legal consultation with the City Attorney regarding GCEC's electrical franchise in City ROW. (City Council)
8. Reconvene from Executive Session and take any action necessary as a result of the Executive Session. (City Council)
