Consider authorizing the City Manager to enter into a contract with Tiseo Paving Company for an amount not to exceed $17,996,144.60 with a contingency of $969,159.77 and right of way acquisitions of $500,000 for a total of $19,465,305. Consider the adoption of Resolution #2026-08-00584 declaring a public necessity exists and finding a public use and purpose for the exercise of the power of eminent domain and the initiation of condemnation proceedings for the taking and acquiring of three tracts of property, to wit: a 0.159 acre tract of land situated in the William G. Mckinney survey, abstract no. 583, Collin County, Texas (“Parcel 14”), a 0.621-acre tract of land situated in the William G. Mckinney survey, abstract no. 583, Collin County, Texas (“Parcel 22”), and a 0.078-acre tract of land situated in the James Lovelady Survey, Abstract No. 538, Collin County, Texas, (“Parcel 40”), for construction of improvements for the West Lucas Road Reconstruction and Widening Project.
