3.C. Amend the Development Services Professional Services account 11-6212-309 for FY 2025-2026 to $70,650. Due to increased development activity and several unanticipated projects during the fiscal year, additional professional services were required that were not included in the original budget.
3.E. Discuss and Consider the approval of an Interlocal Agreement between the City of Lucas and Collin County concerning the On-Site Sewage Facility (OSSF) effective October 1, 2026 through September 30, 2030.
4. Consider the City of Lucas Proposed Budget for Fiscal Year 2026-2027: A. Presentation by Liz Exum, Finance Director B. Conduct Public Hearing. C. Schedule the date for adopting an ordinance approving Fiscal Year 2026-2027 budget for Monday, August 24, 2026, at 6:35 pm or immediately following the Lucas Fire Control, Prevention, and EMS District Board Meeting. The meeting will take place at City Hall, located at 665 Country Club, Lucas, Texas 75002.
5. Consider the purchase of the Avior Remote Broadcast System ( Three Camera Setup and Closed Captioning Software from Granicus) and authorize the City Manager to the following: • Execute the contract for the equipment and software purchase totaling $59,953.15. (FY 25-26). • Encumber funding from unrestricted General Fund Reserves in the amount of $59,953.15 to account 11-8100-420 Equipment. (FY 25-26 Budget). • Amend (FY 26-27) budget account 11-6100-451 Software in the amount of $9,019 for the annual ongoing software fee using unrestricted general fund reserves.
6. Consider approval of the purchase of a 2026 Chevy Tahoe Fire Dept. Vehicle replacement with upfit and encumbering funds to FY 2026–27 budget account #11-8300- 421 using unrestricted General Fund reserves in the amount of $99,800.39. (Joe Hilbourn, Development Services Director)

Consider authorizing the purchase of a digital sign for the Fire Department, selecting either the 6-millimeter or 9-millimeter resolution display option, and encumbering funds to FY 2026–27 budget account #11-8300-200 using unrestricted General Fund reserves. 8. Consider authorizing the purchase of a digital sign for City Hall and selecting either the 6-millimeter or 9-millimeter resolution digital display option and encumber funds to FY 2026–27 budget account number 11-8999-200 using unrestricted general fund reserves. Consideration and approval of Ordinance No. 2026-08-01050, amending the Code of Ordinances by amending Chapter 1, titled “General Provisions,” to delete and reserve Division 2, titled “Fire Chief,” and amending Chapter 9, titled “Personnel,” to add a new Article 9.03, titled “Public Safety”; providing for the establishment of the City of Lucas Fire Department and the City of Lucas Police Department; providing for the positions of Fire Chief and Chief of Police; providing for members of the Fire Department and Police Department; providing for department rules; providing for the duties of the Fire Department and Police Department; and other matters incident and related thereto. 10. The City Council will convene into executive session pursuant to Section 551.072 of the Texas Government Code to deliberate on the purchase, exchange, lease, or value of real property. (City Council)
11. Reconvene from Executive Session and take any action necessary as a result of the Executive Session. (City Council)
